The UEA Human and Civil Rights Program

The Utah Education Association’s Human and Civil Rights (HCR) Program developed out of its Minority Affairs Committee in 1995. The stated purpose of the UEA HCR program is:

  1. To promote a more inclusive human and civil rights program for our members;
  2. To assure that ethnic minorities are represented in all facets of the organization;
  3. To increase the awareness of the diversity in all its aspects in our schools and among our members.

The UEA is committed to the active involvement of ethnic minority members at all levels of the organization. To that end, The UEA asks each local affiliate to sign a pledge of commitment to further the goals of the UEA’s Minority Involvement Plan once every three years.

UEA Minority Involvement Plan Talking Points for UEA Leaders

  • The UEA seeks to involve all members in all aspects of the Association.
  • As the demographics of Utah’s population become more ethnically diverse, it is incumbent on the Association to reflect that diversity as much as possible.
  • The Association has a written, published document, the Minority Involvement Plan (MIP), which outlines strategies to involve ethnic minority members in the work of the Association. The MIP’s purpose is to communicate this core value to the membership, increase the involvement of ethnic minority members, and encourage active minority members to seek leadership positions at all levels of the organization.
  • The Association’s bylaws describe how it governs itself. NEA’s Bylaw 3-1(g) (link to enclosed PDF “Bylaw 3-1G Background”) deals with the makeup of each state’s delegation to the NEA Representative Assembly (RA). Specifically, that each state’s delegation will reflect the ethnic makeup of the state’s population as a whole.
  • The UEA encourages local associations to make a commitment to work toward the goals and intent of Bylaw 3-1(g) and the UEA’s MIP.

Every year NEA directs a Human and Civil Rights Awards program to honor individuals and affiliates who stand up and defend human and civil rights.
